App

An App is a resource who defines children resources that are Tools , Custom HTML Page, and more (coming soon: trigger, service)

The app may either be Published as a "App Instance" (mounted), or it may be published as an "App Spec".

An app is mounted when it exists in signed HM data as a reference point, and when there is a server who is actually running it
